Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project.

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

A complete set of Bidding Documents may be acquired by interested Bidders on October 7, 2020 at the Department of Science and Technology Regional Office X thru the BAC Secretariat.

It may also be downloaded free of charge from the websites of DOST-X region10.dost.gov.ph or at the Philippine Government Electronic Procurement System (PhilGEPS), www.PhilGEPS.gov.ph.

Interested bidders may obtain further information from DOST-10 and inspect the Bidding Documents at the address given below during weekdays 8:00AM-5:00PM.

A Pre-Bid Conference will be held on October 15, 2020 at 9:00 AM at the DOST-10, Carmen Cagayan de Oro which shall be open to prospective bidders, both physical or online access.

Pursuant to the Presidential Proclamation on Community Quarantine and STRICT implementation of social distancing due to the Covid19 pandemic, the DOST-X is equipped with a facility that uses video conferencing facilities to continuously communicate and collaborate with stakeholders. In the event that the Community Quarantine is not yet lifted at the time of the stated conference, all interested parties may request access to the Pre-Bid Video Conference call through a link to be provided using the Google Meet Platform on the scheduled Pre-bid conference as stated above. Potential bidders who will access the link should inform the BAC Secretarial through phone or e-mail at least a day before the event and is required to the input their attendance, name, representation, and contact details as traditionally required in physical meetings.

Bids must be duly received by the BAC Secretariat at the address below on or before October 27, 2020 at 9:00 AM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be on October 27, 2020 at 9:30 AM at the DOST-10, Carmen Cagayan de Oro. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

All interested parties may access the Opening of Bids Video Conference call through the link to be provided using the Google Meet Platform on the scheduled date as stated above.

The DOST-10 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
